The revision of EU public procurement rules is both timely and essential. With public procurement accounting for 16% of the EU’s GDP (€2.5 trillion per year), it is a powerful lever to support European jobs, innovation and strategic autonomy.

France Digitale believes European taxpayers’ money should generate European added value. Enabling a preference for European products and solutions is key to fostering innovation from research to scale, while reducing critical dependencies.

At the same time, procurement rules must be simplified and modernised so that public procurement truly supports innovation and the growth of European startups.

In a context of geopolitical uncertainty and supplier concentration, diversification is a strategic imperative. Acting as early and anchor customers for European startups, public authorities can strengthen Europe’s innovation ecosystems and long-term competitiveness.
